Abstract

A good flood management practices is emerging the process of gathering data and information of the flood prone areas, risk analysis and evaluation, creating options, implementing decisions in order to reduce, control, accept or redistribute the flood risks. An integrated strategy usually requires the use of both structural and non-structural solutions. Flood mitigation strategy requires the holistic development of a long term strategy balanced the current needs with future sustainability. River basin studies provide such information regarding the characteristics of the catchment that is very important to formulate the flood mitigation strategy. The structural measures are used to control the flow of water both outside and within the catchments. Under the concept of Integrated River Basin Management (IRBM), the whole river basin is planned in an integrated manner and all factors are taken into consideration when a certain development plan is proposed. Factors like zoning for river corridors, riparian areas, natural flood plain, conservation of wetlands, storage ponds, will be taken into consideration when preparing flood management plans. In parallel with the flood mitigation purposed, relevant components of a broader holistic integrated catchment management approach need to be considered. IRBM approaches sustainable resource management from a catchment perspective, in contrast to a piecemeal approach that artificially separates land management from water management. IRBM recognized the existence of ecosystems and their role in supporting flora and fauna, providing services to human societies, and regulating the human environment.
