Abstract
Forced labour remains a significant global human rights issue, affecting millions across various industries. Despite international legal progress, gaps in enforcement persist, making it a complex challenge. This chapter examines the underlying causes of forced labour, such as opaque global supply chains, corporate accountability issues, and economic vulnerabilities that exacerbate exploitation. It highlights the role of weak governance, political will, and systemic economic pressures in perpetuating these abuses, along with the difficulties in victim identification and providing adequate support. A multi-faceted approach is essential to combat forced labour effectively, including legal reform, enhanced corporate responsibility, and improved victim protection. In Malaysia, the issue is particularly entrenched due to structural, legal, and social barriers. Although laws exist to protect workers, limited enforcement power, procedural violations in recruitment, and a power imbalance between employers and migrant workers hinder progress. Furthermore, low awareness among employers and workers, coupled with enforcement challenges, leaves vulnerable populations exposed to exploitation. Addressing these issues requires strengthened law enforcement, improved awareness campaigns, reforming recruitment practices, and enhanced support systems through NGOs. Cooperation between government agencies, trade unions, and international bodies is essential to tackle the issue comprehensively and eliminate forced labour globally
