Problem solving is an important element in Technical And Vocational Education (TVET). Computer-Aided Design (CAD) is a TVET course that requires good problem solving skills and effective learning materials with the latest technology. The Performance-Based model is dynamic and sensitive to changes in technology. The purpose of the study is to develop and evaluate of performance-based development of mobile learning (MobiCAD) in the course of Computer-Aided Design (CAD for enhancing problem solving skills at polytechnic. This study is divided into two parts, which are the development phase and the evaluation phase. For the development phase, the ADDIE model was implemented for the development of MobiCAD prototype. Two models, the Performance-Based Learning model, and a problemsolving model, as well as two learning theories, which are constructivism and the mobile learning theory were also integrated in the development phase. For the evaluation phase, MobiCAD was assessed from the aspects of problem-solving, MobiCAD activities and Performance-Based Strategies that are based on polytechnic students’ learning styles. The assessment was conducted via surveys. The instruments used in this study are questionnaires, interview protocols, student performance reports and the MobiCAD software. The sampling is done by a random method based on students’ learning styles which consists of 60 students who took a course in computerbased design in polytechnic. The findings showed that Performance-Based Learning activities, strategies, and problem-solving for polytechnic student on MobiCAD achieved a high level. However, the qualitative findings indicated that each group has different tendencies in selecting a learning activity based on their learning styles. In sum, the results show that MobiCAD could be utilized as a learning tool that provides learning content that can be suited to students’ learning styles. The findings also indicate that Performance-Based Learning strategies could be implemented in enhancing students’ problem-solving skills. The implication of the study shows that the implementation of the performance-based and problem-based model into menu and activity for mobile learning has the potential to be used as an alternative mode of learning. Moreover, this indicates that performance-based learning combined with appropriate learning styles in order to promote optimal learning and learner’s problem solving skill. Overall, the study contributes MobiCAD development which can assist in student’s problem solving skill and as instrument of survey.
