Intelligent transportation system (ITS) would be key projects in the near future as a contribution to safety. Major components of ITS would be vehicle-vehicle (V2VC) and vehicle-roadside communication (V2RC). These are the potential application areas of mobile ad-hoc network (MANET) or vehicular ad-hoc network (VANET) has attracted research attention from both the academia and industry of, notably, US, EU, and Japan. It is hoped that Malaysia takes this initial step of planning similar research and development as part of ITS, which ultimately could be the major vehicle accident mitigation effort. The most important feature of V2VC and V2RC is its ability to extend the horizon of drivers and on-board devices thus, to improve road traffic safety and efficiency. This paper surveyed V2VC and V2RC with respect to key enabling technologies ranging from physical radio frequency to group communication primitives and security issues. It discussed the benefit of vehicular communication, outlined the proposed solutions, technological barriers, local physical environment ( such as weather and humidity ) and identify new areas of research for consideration. Various protocols that seem indispensable components of the network protocols were rigorously described. By analyzing the application requirements and the protocols built upon to meet these requirements, it is advocated that more works need to be done based on MANET and sensor networking protocols which may include new algorithms. Long term effort need to be examined and put in place. All stakeholders involving road and traffic safety need to realize the contribution that can be made in the area of vehicular communication.
