Abstract

This paper reports the lesson learnt fromfirst phase pilot rural piped water supply schemes implemented using Public-Private -Partnership (PPPj in rural villages of Bangladesh. Data was collected by semi structured interview of implementing agencies representatives. Non-Government Organizations (NGOs) participated as sponsor and contributed capital cost of 40% of the scheme cost. NGO's were responsible for selecting the villoges, conducting the feosibility study, preparing the project proposal cum business plan and constructing the infrastructure with the assistance of Social development Foundation (SDF), an autonomous Government Organization. Project sponsors agreed to operote the schemes for 15 years ond recoup operating ond capital cost through collecting woter tariff. Schemes completion takes lowest 14 months to highest 60 months, whereas, standard completion period is only 12 month. Most alarming findings ore low numbers of house connections in all the schemes then estimated in the business plon. As a result sponsors financial sustainability was in volatile shape initially. Encouragingly gradually house connections are increasing with time. One of the schemes achieved 90% connection. In light of the outputs of the pilot schemes, this effort mode some recommendotions for the smooth implementotion of future PPP projects in infant sector like rural piped water supply
